Historically, Higher Education Act of 1965 defines Historically Black Colleges and Universities (HBCU) as educational institutions that were established before 1964 with the primary goal of educating black Americans. These institutions hold accreditation from nationally recognized accrediting agencies or associations that are deemed reliable authorities by the Secretary of Education in terms of the quality of education provided or are making reasonable progress towards accreditation.
